The high-occupancy vehicle lane (HOV) is created to improve the transportation system in Washington. It is also called as express lane, carpool lane, diamond lane, transit lane, and commuter lane.
I would assume that the reason why you are asking for the penalty if you chose to drive in an HOV lane is because you are driving alone with no passengers. In general, the high-occupancy vehicle lane (HOV) is a reserved lane for a driver with one or more than one passenger/s. However, there are some exemptions to this rule. To name one, regardless of the number of people inside the vehicle, emergency vehicles, motorcycle and public buses are allowed to use the freeway HOV lanes at all times.
